PROFESSIONAL EXPERIENCE:
2009 to Present, Sr. Project Controls Specialist, Management Solutions LLC, Knoxville, TN.
As a Senior Project Controls Analyst, support a variety of clients and project types by providing project
management and project control functions. Example projects include:
· Provide project management assistance to Oak Ridge National Laboratories D&D Program,
supporting a variety of demolition and closure projects at ORNL. Work includes coordination of
necessary characterization activities, cost estimating, procurement package and task order
development, long‐range planning, and detailed project scheduling support.
· Serve as a schedule analyst for USACE Reserve Projects. Duties include performing a detailed
schedule review of monthly schedule updates submitted by contractors on as many as 20 different
projects performed across the United States. These projects typically include construction of a U.S.
military Reserve Center and support buildings for vehicle maintenance, storage, and parking areas.
Site work, utilities and associated site improvements are typical project scope items. Project
contracting methods included design‐build and design‐bid‐build. Project values range from $8.5

million up to $24 million, and durations are typically 18 – 24 months. Schedules are assessed for
compliance with specifications, overall quality, and reasonableness of the forecasted completion
dates. Various schedule metrics are used to analyze trends in performance and the number of
changes made during an update.
· Updated and populated data points on a SharePoint Dashboard used by USACE senior management;
Dashboard tracks data on all Base Re‐Alignment and Closure (BRAC) projects in progress. The
Dashboard is designed to score various project criteria and provide senior management with a quick
snapshot of the overall health of multiple projects, and allows drill‐down through project details as
necessary to further investigate anomalies or problem areas highlighted by the Dashboard’s metrics.
This Dashboard approach has allowed USACE management to quickly assess which projects warrant
additional scrutiny, and which are progressing as planned. Schedule review reports were also
submitted to USACE program management; this helped the overall program achieve a successful
conclusion, with a high percentage of projects completed by the program deadline.
· Served as Construction Field Representative for USACE projects. Site visits were completed for
onsite inspections, project status assessment and establishing reasonable completion dates for
projects. Evaluated foundations, concrete formwork and reinforcement, masonry, under slab utility
installation, structural steel, site work, building envelope and interior rough‐ins and finishes.
· Served as Owner’s representative for KUB under the Construction Project Services division. Project
included concrete slab on grade, structural concrete, pre‐engineered metal building, and lock
levelers. Performed QA/QC on construction activities during and after placement, reviewed
submittals for compliance with contract specifications, prepared documentation of project progress.
· Served as Project Controller on ARRA‐funded projects at Oak Ridge National Laboratory (ORNL)
under contract to UT Battelle. Duties include preparation of project schedules in Primavera P6,
resource and cost loading and periodic reporting of project status as required by the project owner.
Analyzed Earned Value Management System (EVMS) cost data and discussed implications with
project managers. Formatted data for reporting to DOE.
· Works with Facilities & Operations Directorate to integrate multiple projects on the ORNL campus,
including resource requirements and critical interface points, and prepare reports to invested
departments. Duties include meeting with various members of management to determine resource
needs and availability, planning of subprojects to facilitate subsequent efforts, and generation of
documents to enable long range planning for redevelopment of the ORNL main campus. Works with
Facilities Strategic Planning to determine feasibility and precursors to requested projects. Prepares
Primavera schedule layouts for use in management coordination meetings, and updates the status
of multiple schedules on a monthly basis.
· Developed resource‐loaded schedule for procurement of the next high‐performance computing
system at ORNL Leadership Computing Facility due for delivery in 2018. The $60M project spans a
four year procurement cycle and requires escalation of specific resources over time. Prepare
schedule related reports in support of project reviews at three Critical Decision points during project
planning and development. The project also includes $40M in facility upgrades necessary to support

power and cooling requirements for the new system. Project reports earned value data in PARS II,
the DOE earned value system.
· Developed resource loaded schedules for additional DOE‐EM projects and generate earned value
reports to incorporate into large‐scale schedules at DOE‐EM in Oak Ridge.
2008 – 2009, Project Time & Cost, Project Controls Consultant, Oak Ridge, TN.
Mr. Slate served on a team of estimators preparing a new Work Breakdown Structure (WBS), WBS
dictionaries, and Basis of Estimate (BOE), followed by an independent government estimate for DOE in
Oak Ridge, TN. He also served as Project Controls consultant for DOE’s Best‐in‐Class effort to improve
project reporting and controls in Oak Ridge on a $477M Environmental Management Project. Duties
included preparation of reports from contractor data which were then presented to the Federal Project
Director for use in reports to headquarters. Analyzed and verified contractor change order proposals for
accuracy and validity. He evaluated the contractor’s Earned Value Management System (EVMS) for
compliance with federal guidelines in advance of their EVMS certification. Served on a team of experts
evaluating alternative scenarios for project execution, and prepared an independent estimate for the
alternative path.
1999 – 2008, Denark Construction, Inc., Project Manager and Scheduler, Knoxville, TN.
Served as Project manager for the Renovation and Expansion of Maryville High School, completed in
1999 – 2000. Project included the addition of a 2‐story classroom space designated as the “Senior
Wing”. The building featured structural concrete columns and slabs, masonry veneer, water‐source
heat pumps, masonry interior walls and tie‐ins to existing school building while occupied by students.
Also included renovations to the cafeteria, band room, and P.E. gymnasium. A second project at the
school was the construction of a new football field house housing locker rooms, weight rooms,
concession stand and public restrooms. It was completed concurrently with the expansion project.
Performed project schedule development and updating on 3 school projects in GA during 2003 – 2005:
Dutchtown High School – Henry Co, GA: 226,400 sf, $22.8M. The project included site grading, utilities,
sports fields (baseball, football with track & ticket booths/concessions), gymnasium, parking,
landscaping and irrigation systems, in addition to the academic portions of the facility. The structure is
all masonry walls with bar joists for roof support, and brick veneer.
Luella Elementary School – Henry Co, GA: ~$8M. Project included site grading, parking, structural steel,
structural concrete, site utilities and the academic building.
Owens Store Rd Middle School – Cherokee Co, GA; ~$16M. The 2‐story building structure consists of
tube steel columns, bar joists, interior masonry and drywall, and brick exterior veneer. A mezzanine was
included in the attic space for HVAC air handlers and piping to carry heated and chilled water. Project
included site grading, sports fields (baseball, soccer), site utilities and parking in addition to the
academic facility.
Developed the initial construction schedules for these projects during the bidding process, contributed
to the preparation of the project execution plans, conducted monthly site visits to update schedules and
solicit input from subcontractors during the completion of the projects. All three were completed on
time.

Responsible for assigning cost codes to project estimates for entry by accounting into Timberline.
Reviewed estimate as compared with experience and subcontractor quotes to establish project goals for
profit and contingency. Worked with Owner and designer on design‐build projects to address
constructability and cost issues. Executed procurement of all materials and subcontracts, writing scopes
and negotiating best possible price for the required scope to increase contingency and profit. Priced and
wrote change order requests to Owner and the designated representative and assigned cost codes for
internal tracking. Wrote change orders to subcontractors upon approval of Owner change order.
Prepared monthly reports to management to track project progress and financial projections for the end
of the project. Prepared monthly reports to the Owner to track progress, attend monthly meetings and
be the primary contact for the client. Prepared monthly pay applications to Owner. Developed and
submitted reports from schedule data resulting in favorable settlement of a claim against the Owner of
a project. His scheduling skills eliminated the need for third party scheduling consultant by preparing
and submitting schedules that meet the specifications in‐house. Created initial project schedule during
the estimating phase of a project. Prepared reports to include in the qualification and interview process
for Qualification‐based Proposals. He prepared the scheduling section of the company Process Manual.

During tenure at Denark Construction, prepared construction delay claim documentation that resulted
in a favorable settlement with the project owner in spite of a No Damages for Delay clause. Researched
other similar claims and the approach that would most likely produce a favorable outcome. Processed
project documents including construction schedules, Requests for Information, Change Order requests,
and other project documents to illustrate the delays imposed by the Owner and Designer of Record.

1994 – 1999, Foley Company, Inc., Project Manager and Scheduler, Oak Ridge, TN.
Project Scheduler for $7.8 million Melton Valley Low Level Liquid Waste project at Oak Ridge National
Laboratory in 1994 ‐ 1996. Project included 600 work activities in 4 distinct areas. The construction
manager (client) used the cost loaded schedule as a basis for monthly payment applications. Project
consisted of a multi‐level concrete cast‐in‐place structure built below grade. Stainless steel vault liners,
pumps, instrumentation, fabrication of owner furnished materials, installation of owner furnished
equipment, 10,000 gallon storage tank, 5,000 lf double wall stainless pipe run cross‐country to an
existing facility, modifications to existing reactor building. Conducted daily walk‐downs of project to
monitor progress and status.

On site Project Manager for the $2.6 million Boiler Plant Upgrade at SE Missouri State University in 1996
‐ 1997. Project included replacement of controls for boilers and turbine, plus refurbishing instruments
and a boiler to restore the Owner’s ability to generate their own power. Also replaced the domestic
water softening system for boiler feed and campus water use. Had to coordinate with the owner’s
operations to keep steam available at all times.
On site Project Manager for the $2.8 million Cogeneration Plant Piping Project at Wheeling – Pitt Steel
Plant in Mingo Junction, Ohio. Foley contracted to perform field welds on pre‐fabricated sub‐assemblies
of pipe. Systems included boiler feed water, natural gas, steam, boiler flues and induced draft fans, 72”
blast furnace gas duct from existing facility. Prime contractor and owner compressed project after a
one‐year mill strike put the project on hold. Double shifts were eventually required. 95% of the
prefabricated subassemblies had to be modified in the field due to conflicts with structure and
unforeseen conditions.
Project Manager for $1.2 million Chiller Replacement Project at University of Tennessee. Replaced two
chillers and associated pumps and equipment serving the Stokely Management Building on the Knoxville
campus. Project required temporary chiller service during construction. Project included concrete,
structural steel, pipe fabrication, coordination of pumps and equipment, field assembly of cooling
towers.
1988 – 1994, The Long Land Corp., Foreman and Estimator, Knoxville, TN.
Supervised complete startup of $6.6 million project in North Carolina, including establishment of trade
accounts, banking, housing for out of town forces, and hiring of initial personnel.
Served as quality control technician and subgrade foreman for $12 million concrete paving project in
Virginia
Directed construction of lime‐stabilized subgrade, base stone, storm drainage, and erosion control
devices. Duties included operation of equipment, planning work, interpreting contract documents and
directing a crew of up to 10 workers.
Performed take‐offs and estimated for roadway construction and improvement projects.
1985 – 1988, Southern States Coop, Inc., Store Manager, Asheboro, NC.
Conducted inventory of retail farm supply operation including bulk fuel and propane. Managed a retail
